[GCC-XML] "members" and "context" consistent (and thus redundant?)

That direction is safe...every "member" will have a corresponding 
element with a "context" that references the original element.  The 
other way around is not true, though.  Some elements will have a 
"context" that references an element whose "member" list does not 
contain them.
