You're absolutely right. 

Can you offer an insight as to why the difference in implementation is
accepted by the earlier versions, compared with only the later versions
of gcc with the mechanism I suggested?

I just replaced the has_nested_value_type implementation in
is_templated.hpp with the version I sent before and the whole thing
works just fine in gcc 3.3 and even 2.95.
