[GCC-XML] timeout errors getting latest source from cvs?

I'm having trouble installing GCC-XML for the first time. I am trying to 
get the source using cvs under cygwin in windows:

$ cvs -d :pserver:anoncvs at www.gccxml.org:/usr/src/cvsroot/GCC_XML login
Logging in to :pserver:anoncvs at www.gccxml.org:2401/usr/src/cvsroot/GCC_XML
CVS password:
cvs [login aborted]: connect to www.gccxml.org(66.194.253.19):2401 failed:
Connection timed out 

These are the same commands suggested at
http://www.gccxml.org/HTML/Download.html. As it says, I just press enter when
prompted for a password, but after about 20 seconds I get the connection timed
out error.

Any ideas what might be going wrong? Does anyone have better install 
instructions?
