[GCC-XML] Unknown CMake command "ELSEIF"

Top of GCC_XML/CMakeLists.txt :

# We now need at least CMake 2.4.5 to get some custom command fixes
# and a working INSTALL(DIRECTORY).
CMAKE_MINIMUM_REQUIRED(VERSION 2.4.5 FATAL_ERROR)

Not sure why it didn't kick in for Peter... Maybe we need one in
GCC/CMakeLists.txt, too.
