GCC builds just fine under the Cygwin environment.
That's a unix emulation layer under 32-bit windows.
I've built embedded cross-compilers under it before.
You would build the compiler following the same
directions as for the unix build. Attached are some
notes I put together for a friend on installing the
Cygwin tools.
