[GCC-XML]Problem building gccxml on cygwin

The windows installer uses a cygwin-built binary, but I haven't re-run the
build in months.  I've never seen this problem, but cygwin has undergone
quite a few changes recently.  What version of cygwin are you using and
when did you install it?
