[GCC-XML] [ANNOUNCE] gccxml repository converted to Git

Hi All,

I've converted gccxml's CVS repository to Git.  All history and
relevant tags have been preserved.  I added one extra commit to
the old CVS repository to add a CMake-time error message about
the transition.  If you have any local modifications in your CVS
checkouts you will still be able to use "cvs diff" to see them,
at least for a while.

The main download page now has basic links and instructions:

The repository is now hosted by Github:
