[GCC-XML] gccxml 0.9 and C++0x

Supporting C++0x is not currently a goal, but it will be in the future
(such as when the 'x' is an actual digit).  I'm willing to accept
patches though :)

It is a substantial effort to update the internal gcc version.  I've
done it a couple times before (to 3.3 and then 4.2).  Someday it may
happen, but not for a while.
